You're going to need to make an import declaration to get a NOVA certificate. This should cost little/nothing.

Then put the bike together and get a dating certificate from a body that the DVLA recognise. VMCC will certainly be, MGCGB may be. Then sent all the bits off to DVLA for a new V5.

Mike Lacey is the clubs dating officer (No not that sort of dating!) will provide you with a dating certificate, you should be able to find contact detail on the main web page. You will need to cross his palm with around 25 of them there shiney bimetallic beer tokens, which just happens to be the same sum as a years club membership. The service is free for club members.

With regards the Nova form, in a case like yours, you are better trying to get the paper version of the form as the on-line one is impossible to fill in when you have a basket case that has unknown history and has been kicking around in someones garage for many years. The On-line form only works for those vehicles that have been freshly imported.

Here's a link to a download copy of the Nova application form
https://www.2cvgb.co.uk/images/stories/ ... a-form.pdf
I got a certificate for an old 1960's Guzzi Stornello that had been through a couple of different owners, Bought as a basket case, No idea when it was imported into the country.
Fill this in and add an accompanying letter explaining the situation and you should be OK to get a number from them. I would suggest you say that you bought it several years ago, or say that the previous owner said that he has had it for many years so it must have been in this country before the Nova regs came into play (2013).

I never did any of this Nova stuff. I got a dating letter from Mike Lacey, MOT'd it didn't need any documents for this and then registered it with new log book. I just said I had had the bike for years on display in my house never had a log book with it when I supposedly bought long ago., never used, and wanted to get it on the road. All untrue and un checkable. It was actually a bike that had been in a museum in Spain with no paper work and purchased recently. Straight forward process DVLA very helpful but that was when we had a local office and real people to talk to.
